Council OKs $5M for central neighborhood (The Argus Leader)

City councilors approved a measure Tuesday allowing the city to borrow $5 million, but it caused a stir. The money would be used to buy dilapidated properties west of downtown. Those properties, officials hope, can be scrapped and bundled to developers who eventually could build commercial and housing units.
