In an effort to help homeowners improve their homes, officials in Norwood Young America in partnership with the cities of Cologne and Hamburg are submitting a grant application to establish an owner-occupied housing rehabilitation loan program through the Minnesota Department of Employment and Economic Development Small Cities Development Program.
